Josh Blackman is a constitutional law professor at the South Texas College of Law Houston, an adjunct scholar at the Cato Institute, and the author of “Unraveled: Obamacare, Religious Liberty, and Executive Power.” In Trump v. International Refugee Assistance Project, the Supreme Court stayed, in part, the judgments of the U.S. Courts of Appeals for the 4th and 9th Circuits.
