Issue: Whether border patrol agents have fair warning that, in the absence of reasonable suspicion of criminal activity, the Fourth Amendment prohibits unrelated inquiries that measurably extend the duration of an internal immigration checkpoint detention beyond the few minutes a reasonably diligent agent would need for an immigration inquiry.
