Issue: Whether Congress intended 28 U.S.C. Section 1631, under which a federal court which "finds that there is a want of jurisdiction" with respect to any civil action or appeal filed in that court "shall, if it is in the interest of justice, transfer such action or appeal" to the proper federal court, to empower District Courts to direct transfer when the plaintiff has sued a defendant over whom the District Court lacks personal jurisdiction, or whether the proper result in such a case is the same as in state court, namely that the court lacking personal jurisdiction over the defendant must dismiss the action.
