Issues:(1) Whether the U.S. Court of Appeals for the 4th Circuit erred by holding that sovereign title to submerged lands in the original thirteen states depends on federal law instead of state law; and (2) whether the lower court erred by exercising removal jurisdiction over North Carolina’s state-law claim without considering the disruption to the federal state balance as required byGunn v. Minton.
