Issue: Whether, where transportation workers engaged in interstate commerce have contracted to arbitrate questions of arbitrability, in addition to disputes relating to the relationship created by the parties' agreement, the district court must determine whether the contract is an employment contract exempt from Section 1 of the Federal Arbitration Act, or whether the arbitrator must do so.
