Valeo and whether the threshold level for such requirements must pass strict or merely exacting scrutiny; (3) whether an organization may be subjected to political committee status based on the state"s interpretation of donor intent; and (4) whether a $100 reporting threshold in the ballot measure context is so low that it does not constitutionally further the state"s informational interest.
