Issue: Whether a claim against an individual defendant who committed war crimes, crimes against humanity, and other serious violations of international law abroad touches and concerns the United States such that the Alien Tort Statute that confers federal jurisdiction over the claim where that defendant sought safe haven in the United States, obtained lawful permanent residency in the United States, and continues to reside in the United States, availing himself of the benefits and privileges associated with living in the United States.
