The petition of the day is:

Issues: Whether, when assessing a statute under rational-basis review, a court must consider both the ultimate effect of the statute and the statutory means by which it achieves that effect, or whether a court must look only at the ultimate effect of the statute; and (2) whether the habitual-drunkard provision of 8 U.S.C. § 1101(f) is unconstitutionally vague.
