Issue:Whether the New Jersey Legislature has packed the consequences of a conviction of a third or subsequent traffic offense under New Jersey Statutes Annotated 39:4-50 so as to render the offense serious and to entitle offenders to the right to a jury trial under the Sixth Amendment to the United States Constitution and the decisional law of this Court.
