Whether the Federal Grant and Cooperative Agreement Act of 1977, 31 U.S.C. § 6301 et seq., requires the United States Department of Housing and Urban Development to use procurement contracts rather than cooperative agreements as the legal instruments for conveying federal funds to state and local public housing agencies in connection with programs under Section 8 of the United States Housing Act of 1937, as amended, 42 U.S.C. § 1437f.
