Issue

Whether, after a law enforcement officer has completed a lawful traffic stop for a noncriminal traffic infraction, the continued detention of the driver for any amount of time to conduct a drug-dog sniff of the driver"s car violates the Fourth Amendment"s prohibition against unreasonable seizures when the officer has neither probable cause nor reasonable suspicion to believe the car contains drugs.
