Justice Thomas filed an opinion concurring in part and dissenting in part, in which Justice Gorsuch joined. Justice Kagan filed an opinion concurring in the judgment with respect to severability and dissenting in part, in which Justices Ginsburg, Breyer and Sotomayor joined.
