Rivers v. Guerrero
Holding
Once a district court enters its judgment with respect to a first-filed habeas petition, a second-in-time filing qualifies as a “second or successive application” under the Antiterrorism and Effective Death Penalty Act of 1996 properly subject to the requirements of 28 U.S.C. § 2244(b).
