Whether the Supreme Court of California erred in holding, in conflict with decisions of the U.S. Courts of Appeals for the 8th and Federal Circuits and the Colorado Supreme Court, that the Mining Law of 1972, as amended, does not pre-empt state bans of mining on federal lands despite being "an obstacle to the accomplishment and execution of the full purposes and objectives" of that law.
