Whether rules of the Federal Energy Regulatory Commission (FERC) establishing a system of "market-based rates" for wholesale electric power conflict with provisions of the Federal Power Act, 16 U.S.C. §" 824 et seq., commanding that all changes in rates and charges must be publicly filed with the FERC before they go into effect and that all rates must be "just and reasonable," nonpreferential, and nondiscriminatory.
