(1) Whether the U.S. Court of Appeals for the 9th Circuit's "integral participant" doctrine improperly holds official vicariously liable for unforeseeable acts of excessive force by other defendants, in contravention of 42 U.S.C. § 1983 and Monell v. Department of Social Services; and (2) whether the U.S. Court of Appeals for the 9th Circuit erred by concluding that a single circuit court case involving the unprovoked beating of a compliant pre-trial detainee "clearly established" that officers could not use a wristlock and brief chokehold to regain control of a noncompliant pre-trial detainee.
