Whether a noncitizen who has complied with a deportation order should be afforded her right, under 8 U.S.C. § 1229a(c)(7)(A), to have her single, timely motion to reopen the proceeding considered on its merits, notwithstanding 8 C.F.R. § 1003.2(d) which applies a post-departure bar on such motions?
