Issue: (1) Whether the National Labor Relation Board's interpretation of Section 153(b), which authorizes the board to delegate certain statutory powers to its regional directors, is entitled to any level of judicial deference; and (2) whether the board's interpretation of Section 153(b), that regional directors can exercise the statutory powers delegated to them by the board regardless of whether the board has a quorum, should be upheld.
