Carey v. Throwe

(1) Whether a qualified retired law enforcement officer who meets the statutory requirements to carry a weapon under the Law Enforcement Officer"s Safety Act has an enforceable right under 42 U.S.C. § 1983; and (2) whether social media posts "outing" a police officer"s misogynistic behavior and his making light of gun violence and gun control, raises an issue of public concern as a matter of law.
