Washington by measuring trial counsel's performance against the prevailing professional norms of a local judicial circuit where those local practices deviated from prevailing national or state norms; and (2) whether a federal habeas court's decision that it "cannot and will not second guess trial counsel's strategic decision" is consistent with Strickland.
