(1) Whether a finding that individual officers are entitled to qualified immunity forecloses municipal liability under 42 U.S.C. § 1983 for deliberate indifference that causes a constitutional violation; and (2) whether police or jail officers are deliberately indifferent to a serious medical need under clearly established law when they refuse mental health evaluation and treatment to a detainee who is ranting, raving, cursing, talking nonsense, eating with his hands and feet, and spilling food all over himself.
