Issue: Whether, because the U.S. District Court for the District of Columbia issued a stay of execution without finding that the death row inmate has a significant possibility of success on the merits, the Supreme Court should summarily vacate the lower court's stay of execution.
Application (20A10) granted by the Court. The application for stay or vacatur presented to The Chief Justice and by him referred to the Court is granted. The District Court’s July 15, 2020 order granting a preliminary injunction is vacated.
