Issues: Whether the government’s actions violated petitioner’s rights by (1) denying him the right to due process in clemency and meaningful access to the clemency process; (2) denying him access to his statutory right to counsel, as codified at 18 U.S.C. § 3599; and (3) impermissibly delegating supervision of the implementation of his death sentence to the Federal Bureau of Prisons in violation of the mandatory provisions of the Federal Death Penalty Act stating that the U.S. Marshal shall supervise the implementation.
