17-236
Issues: (1) Whether the Eighth Amendment categorically prohibits life-without-parole sentences for juvenile offenders; and (2) whether, when the evidence demonstrates that the plaintiff lacks a prior history of violence and has high potential for rehabilitation, the state’s pre-Miller v. Alabama sentencing proceeding complies with Miller‘s requirement to limit juvenile life-without-parole sentences to the rare juvenile offenders who are irreparably corrupt.
