Issue: Whether the North Carolina state courts improperly disregarded the Federal Arbitration Act and the Convention on the Recognition and Enforcement of Foreign Arbitral Awards by refusing to stay state court proceedings pending international arbitration in China of claims arising from a contract containing a valid arbitration clause.
