DeLay withdraws, write-in substitute likely

One day after Supreme Court Justice Antonin Scalia refused to take action that would allow Texas Republicans to remove former Rep. Tom DeLay from the November congressional ballot, the ex-congressman on Tuesday announced plans to formally withdraw. Under Texas law, the party cannot now put a replacement for him on the ballot. However, his action clears the way for the GOP to put all of its efforts behind a write-in candidate — widely expected to be David Wallace, mayor of Sugar Land, where DeLay has lived.
