Issue: Whether Miller v. Alabama, which “h[e]ld that the
Eighth Amendment forbids a sentencing scheme that
mandates life in prison without possibility of parole for
juvenile offenders,” entitles the respondent to invalidation of a discretionary life-without-parole sentence.
