Why wouldn't the government continue with its rhetoric regarding the GWOT along the same lines of the 'war on drugs', hand combatants over to the FBI and process them through the courts via RICO? Certainly the majority of the Gitmo cases would fall under RICO. It seems there's a deeper test than what appears on the surface. Sticky!
