So what does it mean, in practical terms, that the court seeks the opinion of the U.S. Solicitor General in Progress Energy v. Taylor? Does the SG have a deadline? Is this delay going to make it difficult for this case to be heard this term, if cert is granted? Does this imply that the Court is more or less likely to grant cert?
