		<description>Re 06-116 Moylan v. Camacho -- Could somebody with access to the appendix or on-line Law Week please say what the underlying proceeding was?  Does the Guam law permit the Governor or Legislature to ask for an advisory opinion on the meaning of a law, and was this such a case?  Or was this a validation proceeding to authorize the issuance of bonds, which might be considered to be an in rem proceeding (the res being the bonds, the opinion as to their validity being good against the whole world)?  According to the committee report, the Supreme Court of Guam is an Article IV court; is there any authority for having direct Supreme Court review of an Article IV court?
