		<description>Many reports say the Administration applied to the &quot;Supreme Court&quot; for leave to transfer Padilla.  But somewhere I read the application was to Ch J Roberts, which sounds right...it&#039;s for temporary or provisional or pending or whatever you want to call relief that doesn&#039;t culminate in a judgment asked for in the pleadings.  So it would go to the Circuit Justice, at least initially, yes?  I&#039;m quite curious about whether Roberts would have the guts to handle it w/o referring the application to the whole court.  Now there would be a Justice!
