Professor Young's last paragraph is insightful. Of course, critics of procedural-default rules base their objections *not* on what other nations provide for review, but on whether what the UNITED STATES provides for collateral review comports with basic notions of fairness and justice (regardless of what other countries do). Thank you for this excellent post.
