Also denied certiorari today, &lt;em&gt;Allen v. Brown&lt;/em&gt;, No. 04-10556, a case denounced by Senator Dianne Feinstein as one of excessive delay, demonstrating the need for reform of habeas corpus.  She said that &lt;em&gt;ten years ago&lt;/em&gt;.  See 141 Cong. Rec. S7663. From within prison, while sentenced to life, Allen contracted the murder of witnesses to his first murder.
