Issue: Whether the decision by the D.C. Court of Appeals conflicts with this Court's precedent, as well as precedent in other jurisdictions, where the appellate court, in determining whether an initially lawful traffic stop became an unlawful seizure, failed to focus on whether the police diligently pursued the purpose of the traffic investigation, and instead focused merely on the time it took police to conduct an unrelated investigation.
