Issue: Whether this Court's decision in United States v. Knotts can serve as the “binding appellate precedent” necessary under the good-faith exception to the exclusionary rule as defined by this Court in Davis v. United States to specifically authorize the placement and continuous tracking of a Global Positioning System device on the petitioner’s private property over an extended period of time in the absence of any binding state or federal circuit precedent authorizing this police action at the time of the search.
