Issue: (1) Whether discretionary relief under § 212(c) of the Immigration and Nationality Act remains available to individuals who were eligible for such relief at the time of their convictions and exercised their right to trial, rather than pleading guilty; and (2) whether the court of appeals had jurisdiction to review petitioner's claim for deferred removal under the Convention Against Torture.
